Success at last. Have successfully installed an MDM solution (SOTI Mobi Control) and I am currently enrolling 100 devices to trial the management of the Galaxy Tabs over our wireless network.
This was achieved because the Dept of Education finally agreed to open a critical port on the Proxy Servers . (Thanks Crispin from DOE and Sheldon SOTI)

I have currently enrolled about 50 devices which involves installing a Mobi Control app onto the device. This is achieved by connecting each device to a PC and copying the app onto the device.
The SOTI Mobi Control program is installed on a laptop running Windows 7. The laptop is not connected to the school domain but is connected to the wireless network to internet give connectivity. This is needed for licensing arrangements in the software as there is a fee charged for every device managed by the system.
Currently i have successfully created application packages and had these pushed out to the devices.
I am also able to read information about very device including battery status and can also remote into any device and control the device .
There is no need to access apps through Google Play. These can be obtained directly through developers or through other sources if free i
Hopefully I will finish setting up all devices by the end of this week . The devices will then be available for use in the classrooms.
